The lordship of Urgel was separated from the brand of Toulouse when the territory of Alt-Urgel became part of the Carolingian Empire between 785 and 790.

The original territory was formed by Alt-Urgel, also known as Urgel, with Seo d'Urgel. As of 839, it included 129 towns, the Valira River valleys, particularly Andorra and the coastal area of Segre, and the valleys between Pont de Bar and Oliana. The maximum extended area was between the Pyrenees and the taifa of Lerida. The historic capital was first Ceo d'Urgel and then Balaguer.

The County of Urgel was absorbed by Aragon in 1413 as part of the Principality of Catalonia, following the revolt of the last Count Jaime II against King Ferdinand I of Aragon.

There is a Roman Catholic diocese of Urgel.
Andorra was given to the Bishop of Urgel by Count Ermengol VI in the 12th century. Currently, the Bishop of Urgel is simultaneously the head of state of Andorra along with the President of the French Republic.
